A “tap” is where the exiting water main is drilled and a “tee” style connection is installed in the main. These are commonly done where the size of service line is two sizes less than the main being tapped. A “cut in” is where the main would need to be shut down, a section of pipe removed and replaced with a “tee” fitting in the appropriate size.
